The former Yunlin Second prison was the Yunlin Detention Center , established on July, 1^st 1964 and located at No.42, Ming-Jen Road, Huwei Town, Yunlin County. At that time, there was no prison in the Yunlin district. All of the offenders sentenced to put into prison were put into execution by the Detention Center . But the inmates increased year after year. There was a need to cope with the trouble ahead. So the Yunlin prison was established in January 1967, combining the two institutions to work together. Five years went by,. It was July, 1972 that the two institutions were separated because the new prison building was completed in the meantime. To put in custody of inmates or juvenile delinquents, who were sentenced to below one year, a branch and a House for juvenile delinquents were set up. The Detention Center was old and its scale was small. It was not large enough for training and correcting inmates. Thus, the administrator of the Ministry of Justice took it for granted that a newer and larger building should be established. In the suburb of Huwei, a new and suitable site was found .The design followed soon after. The construction of the main building started in September, 1996. Three years later, in February 1999, it was finished and afterward important facilities were also completed in June, 2000. Then we moved here on July, 19^th and on September the Yunlin Second prison was formally born. It was approved to hold 1,552 inmates. To decrease its administrative staff, the prison carried out its duty as the Yunlin Detention center and the House for Juvenile Delinquents. That’s to say, there are three institutions in the same building. The reason to do that is to reach the goal of the educational rehabilitation of the offenders and to achieve the highest economic benefits. For the time being, we are working harder for the purpose of being the first professional prison on scientifically classified treatment and investigation.
